The question for the EU Commission
Specifically, Sandra Petrovic-Jakovina, SDP spokeswoman in Europarlamentu, in late February sent to the European Commission questions on the subject.
– I am familiar with the problems of manufacturers and legislation and expect that the European Commission will soon answer my question. I hope the answer will be positive for manufacturers of industrial hemp, which should serve as a guideline the relevant ministries in Croatia to amend the legislation and to allow manufacturers of industrial hemp that their production is cost effective and in line with the policy of greening the European Union – said Petrović-Jakovina.
In a written request states that “the existing legal framework in Croatia allows farmers producing industrial hemp, but by-products must not only produce seed oil. The rest of this high-quality plant manufacturers are forced to non-harmful. ”
What the EU bypasses
There are two questions that the expected answers. First, whether the Commission was able to provide some guidance taking into account the best practices of the Member States so that Croatia could direct their legislation in order to create additional value by using by-products of industrial hemp. And secondly, as the Commission recommended in the framework of European policies and greening industry. For example, even at the level of the Union, in spite of the increased demand and interest in hemp fibers as a kind of by-products of industrial hemp, there is a positive effect of this trend of development.
We thought that Jakovina-Petrovic, asking the question, and took to produce medical cannabis.
– I think it’s insufficient knowledge of the differences between these two types of hemp and led to the fact that the planting industry was almost banned by the beginning of 2012, when the Ministry of Agriculture changed the rules. EC always avoided any statement on this point, to indicate that it is an internal issue of the Member States – said Petrović-Jakovina.
Signatures for cannabis
He added that the issue is still on the agenda of the European Commission. Growers: We lose because we have to destroy the stem
The impossibility of placing on the market of by-products of industrial hemp is a problem that afflicts family farm Jankovic from Dvor na Uni. Jankovići sow industrial hemp on 11 acres, and to sow new seeds, do not yet have a satisfactory yield.
– Problems with the paperwork and permits so we could not do the planting in optimal agro-technical conditions. Since plants can use only the seed and stem have to throw even though it could be used for a range of products, as is sometimes done – said Milan Jankovic.
However, with a reduced yield of 500 kilograms of seed per hectare (optimal would be 1500 pounds) of their farm can get 60 liters of hemp oil with a market price of around 320 euros per liter (19.200 million). With the boost that is in Sisak-organic production of industrial hemp even 5,000 euros per hectare, the total revenue they 24.200 euros per hectare. Of these should be deducted the cost of planting and seed material that are about 4,000 kuna, and seed drying and draining the oil, if the manufacturer does not have a dryer and a press for oil (about 2000 million).
However, income from a hectare of industrial hemp (and no profit from the stem) is several times higher compared to revenue of hectares planted with wheat (1,050 incentive lipa plus about 6,000 kuna for an average yield of 6 tonnes per hectare, a total of 7200 million).
